Assuming you are talking about DIY route, so you would use something like homeassistant/esphome combo to turn on/off lights/appliances based of your sensor values/timing to fit your needs. You could code all this yourself but, solutions like ha and openhab are already out there, so may be you should look into that. I personally use homeassistant and I find it very useful.
