Some questions about VR game production

Hello everyone,
I'm planning to design a simple VR game featuring my younger brother as a birthday gift. I read that 3D scanners can help with character modeling, so I found a suitable product and scanned my brother to create his model. However, I've hit a snag. While I now have the 3D model, I have no idea how to animate it, let alone make it interactive. There's a long way to go from having a static model to a fully functioning game.
So, I'm reaching out to ask for advice. What steps do I need to take after obtaining the 3D model? Are there any tutorial videos or articles that can guide me through this process? If it's too complicated to create the entire game, could someone please tell me how to make the model perform some basic movements? My backup plan is to create a video of his 3D model dancing as a birthday gift if I can't manage to develop the game.
I use this scanner: https://www.revopoint3d.com/products/st ... ner-miraco, it can export obj, ply, stl format files.
